The Washington Post reported:The U.S. government last year announced a $10 million award…for any manufacturer that could create a “green” but affordable light bulb.
Energy Secretary Steven Chu said the prize would spur industry to offer the costly bulbs…at prices “affordable for American families.”…

First you take a filament of Tungsten, attach it to to prongs of recycled steel and extend them down to the base of recycled brass, stainless, aluminum (or any other inexpensive conductive metal).
Then use widely available sand, make a thin airtight housing to cover the Tungsten/steel part.
