Homeland Security Guidelines: Target Conservatives, Legitimize Pro-Shariah Muslim Supremacists

Homeland Security Guidelines Advise Deference To Pro-Shariah Muslim Supremacists – Daily Caller

The Department of Homeland Security, which under Secretary Janet Napolitano has shown a keen interest in monitoring and warning about outspoken conservatives, takes a very different approach in monitoring political Islamists, according to a 2011 memo on protecting the free speech rights of pro-Shariah Muslim supremacists.

In a checklist obtained by The Daily Caller entitled “Countering Violent Extremism Dos and Don’ts” the DHS’s Office of Civil Rights and Civil Liberties notifies local and national law enforcement officials that it is Obama administration policy to consider specifically Islamic criticism of the American system of government legitimate.

This policy stands in stark contrast to the DHS Office of Intelligence and Analysis’ 2009 memo “Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment” [pdf], which warned of the dangers posed by pro-life advocates, critics of same-sex marriage and groups concerned with abiding by the U.S. Constitution, among others.

The advice of the Dos and Don’ts list is far more conciliatory. “Don’t use training that equates radical thought, religious expression, freedom to protest, or other constitutionally-protected activity, including disliking the U.S. government without being violent,” the manual’s authors write in a section on training being “sensitive to constitutional values.”

The manual, which was produced by an inter-agency working group from DHS and the National Counterterrorism Center, advises, “Trainers who equate the desire for Sharia law with criminal activity violate basic tenets of the First Amendment.”

The checklist also advised against using moderate Muslim “trainers who are self-professed ‘Muslim reformers’” because they “may further an interest group agenda instead of delivering generally accepted, unbiased information.”

The Homeland Security document also seems to discount evidence unearthed by the Justice Department about the aims of some mainstream Muslim organizations, warning law enforcement not to rely on “unsubstantiated theories” and “conspiracies,” such as the belief that “many mainstream Muslim organizations have terrorist ties” or are “fronts for Islamic political organizations whose true desire is to establish Sharia law in America.”

The manual advises trainees not to assume Muslim Americans are “using democratic processes, like litigation and free speech, to subvert democracy and install Sharia law.”

In fact, the Justice Department proved that some very prominent Muslim organizations do have terror ties in a 2009 case and that they share the Muslim Brotherhood’s goal of Shariah law. “The government has produced ample evidence to establish the associations of CAIR [Council on American-Islamic Relations], ISNA [Islamic Society of North America], NAIT [North American Islamic Trust], with the Islamic Association for Palestine, and with Hamas,” U.S. District Court Judge Jorge Solis said in the July 1, 2009 ruling.

Tim Clemente, a former FBI agent who hunted Anwar Al-Awlaki and who has worked with Muslims to help stop terrorist plots, told The Daily Caller the government overdoes its sensitivity. Clemente says that the Muslim community “needs a realization, not necessarily a reformation,” that only it can stop terrorist attacks.

“Muslims are the ones that should notice this and should nip it in the bud,” Clemente told TheDC. “When you see the guy radicalizing and yelling at an imam, do more. Take it to the next level. Don’t go turning a blind eye.”

“While it is true that the vast majority of Muslims, especially in America, will never ever be radicalized, the greatest percentage of those that will commit terrorist acts happen to Muslim,” continued Clemente, who was critical of DHS’s 2009 report on rightwing groups.

Although the two reports originated from different wings of Napolitano’s vast Homeland Security bureaucracy, the contrast in their deference to constitutional rights and presumption of innocence is striking.

The “Rightwing Extremism” report warned that the economic recession, Barack Obama’s election, and the “return of military veterans facing significant challenges reintegrating” might lead to a rise in white-power domestic terrorist activity — a threat that, unlike the threat posted by radical Islam, has failed to materialize in the four years since the report was issued.

The 2009 report also defined “rightwing extremism in the United States” as including not just racist or hate groups, but also those who reject federal authority in favor of state or local authority and who “are dedicated to a single issue, such as opposition to abortion or immigration.”

The 2009 report’s authors conceded that DHS “has no specific information that domestic rightwing terrorists are currently planning acts of violence.”

The “Gang of Eight” senators will release their immigration bill on Tuesday, just one day before the only scheduled hearing, according to news reports, bolstering GOP charges that advocates are planning to rush the controversial bill through the Senate before the public knows what is in it.

The bill is to be released April 16, according to a Friday report by The Associated Press.

The next day, before other senators have time to understand what is in the complex bill, Vermont Democratic Sen. Pat Leahy is slated to hold an April 17 hearing with one witness, Homeland Security chief Janet Napolitano.

There is no evidence that Democrats plan to hold additional hearings that would help senators — and Americans — to get testimony from immigration, police and wage experts about the workability and impact of the bill, which reportedly includes more than 1,000 pages.

The Democrats’ blitz has prompted protests and requests for additional hearings from GOP Senators, including Alabama Sen. Jess [ed.- they mean Jeff] Sessions, the ranking chairman of the Senate’s budget committee.

Every Senator in the Gang of Eight Ass Hats should be forced to resign like the disgraces they are. And do not give me that “but it is a bi-partisan bill” crap either! A bad bill is a bad bill, no matter who votes for it. And yes, any bill that the people cannot have time to read and digest is a bad bill!

Saudi Arabia, the nation which produced 15 of the 19 hijackers in the 9/11 attacks, is about to become one of a handful of countries whose travelers can bypass normal passport controls at major U.S. airports. Sources tell the Investigative Project on Terrorism (IPT) that this will mark the first time that the Saudi government will have a direct role in vetting who is eligible for getting fast-tracked for entry into the United States.

An agreement to accept Saudi Arabian applicants into the Global Entry trusted traveler program drew little notice when it was announced in January. Now, some officials question why the country merits such a benefit – which is similar to a theme park “fast pass” to avoid long lines – when other allies like Germany and France are not yet included. A program for Israeli travelers was reached last May but has not been implemented.

Travelers approved for the program can skip the normal Customs and Border Protection (CBP) lines starting next year and enter the country after providing their passports and fingerprints at a kiosk. Only Canada, Mexico, South Korea and the Netherlands currently enjoy the benefit, although pilot programs could expand it to a handful of others.

Homeland Security Secretary Janet Napolitano announced the agreement in January after meeting with Saudi Interior Minister Prince Mohammed bin Nayef. It “marks another major step forward in our partnership,” Napolitano said at the time. “By enhancing collaboration with the Government of Saudi Arabia, we reaffirm our commitment to more effectively secure our two countries against evolving threats while facilitating legitimate trade and travel.”…

Once accepted into Global Entry, travelers can enjoy the faster border entry for five years…

Because nothing increases our security from terrorist threats more than whisking people through customs who are flying in from a terrorist hotbed.

The Global Entry deal comes three years after U.S. officials briefly placed Saudi Arabia on a list of 14 countries whose travelers would face enhanced scrutiny when entering the United States. It followed Umar Farouk Abdulmutallab’s failed attempt to bomb a Detroit-bound airliner on Christmas Day 2009.

A cable sent from the American embassy to the State Department that was published by Wikileaks reported that Saudi government officials expressed “shock to be included on the list” and threatened to “to re-evaluate areas of cooperation, including counter-terrorism cooperation” if it was not rescinded.

The policy was dropped three months later, replaced with a new program designed to use threat assessments and intelligence of traveler’s behavioral traits and travel patterns…

Meanwhile, Janet Napolitano is warning us that the sequester is going to increase our risk of terrorist attacks.

Committee Chair Demands Answers From ICE On Illegal Immigrant Release – Daily Caller

House Homeland Security Committee Chairman Michael McCaul is demanding answers from Immigration and Customs Enforcement (ICE) Director John Morton regarding the release of illegal immigrants from detention centers.

In a letter addressed to Morton and carbon copied to Homeland Security Secretary Janet Napolitano Wednesday, McCaul expresses concern about news that ICE has started releasing detained illegal immigrants, and in doing so is failing to enforce the law.

“This decision reflects the lack of resource prioritization within the Department of Homeland Security and Immigration and Customs Enforcement and is indicative of the Department’s weak stance on national security,” McCaul wrote.

“Congress mandated and provided resources to maintain 34,000 bed spaces for illegal immigrant detainees,” he continued. “As of last week, ICE reported 30,773 spaces filled, in clear violation of statute. I am also concerned that these releases were undertaken without notification to the appropriate Congressional oversight committees.”

McCaul demands that by March 6 Morton explain how many individuals ICE has released, the number of detainees marked for release, a timeline of future release dates and where the detainees have and will be released.

For each individual detainee released, McCaul requested ICE to provide the reason they were detained, the amount of time, and what is being done to monitor them upon release.

This week ICE revealed that in preparation for budget cuts as a result of the sequester they have started to release detainees.

“Over the last week, ICE has reviewed several hundred cases and placed these individuals on methods of supervision less costly than detention,” ICE spokeswoman Gillian Christensen said according to Fox News. “All of these individuals remain in removal proceedings. Priority for detention remains on serious criminal offenders and other individuals who pose a significant threat to public safety.”

Most believe zombies are relegated to the movies and video games, but Oklahoma Republican Sen. Tom Coburn has highlighted the Department of Homeland Security’s participation in a staged “zombie apocalypse.”

According to Coburn’s most recent oversight report “Safety at Any Price: Assessing the Impact of Homeland Security Spending in U.S. Cities,” first responders were approved grant funds for a $1,000 entry fee to a week-long HALO Counter-Terrorism Summit in San Diego where the “marquee” event was a demonstration of a “zombie apocalypse.”

“[Strategic Operations] performed two shows on Halloween, which featured 40 actors dressed as zombies getting gunned down by a military tactical unit. Conference attendees were invited to watch the shows as part of their education in emergency response training. [HALO president Brad] Barker explained that, ‘the idea is to challenge authorities as they respond to extreme medical situations where people become crazed and violent, creating widespread fear and disorder,’” the report reads.

Coburn was not pleased by the event or much of the waste detailed in his report.

“For instance, paying for first responders to attend a HALO Counterterrorism Summit at a California island spa resort featuring a simulated zombie apocalypse does little to discourage potential terrorists. I hope this report encourages DHS to award funds based on calculated risk, not politics,” Coburn said upon the report’s release. “Congress has a duty to ensure that this grant program does not become a parochial, pork-barrel entitlement program. We need to help the program fulfill its original goal of providing funds for projects in areas most at risk.”

The government has spent over $35 billion on DHS grant programs since 2003, and according to Coburn, there is no measure that Americans are safer today than they were before the multibillion dollar expenditures.

Also highlighted in the report is an underwater robot purchased with a $98,000 grant to look for “sunken treasure,” surveillance at the Seattle Mariners and San Diego Padres spring training facilities at a price of $90,000, a Bearcat armored vehicles to protect a small town’s pumpkin festival, $41,000 for a Remote-Control Helicopter in Seattle and $6,200 in sno-cone machine purchases.

“We have seen the value of these grants time and again,” said DHS spokesman Matthew Chandler in a statement reported by The Huffington Post. “As envisioned by Congress, these grants have directly supported the development and sustainment of core state and local capabilities identified as national strengths in the 2012 National Preparedness Report – from helping to save lives and minimize damage during the tornadoes in the South and Midwest, Hurricanes Irene and Sandy to building a national network of fusion centers to strengthen critical information sharing and terrorism prevention.”

(The Hill) The Senate Appropriations Committee on Tuesday moved forward with legislation to increase airline passenger security fees, beating back a GOP attempt to keep them at current levels.

The 2013 Homeland Security appropriations bill would increase one-way fees for passengers from $2.50 to $5 in order to close a budget shortfall at the Transportation Security Administration.

Sen. Mary Landrieu (D-La.) said the $315 million in funding would otherwise come from taxpayers and argued it is better to stick passengers who rely on TSA with the bill.

Sen. Kay Bailey Hutchison (R-Texas) and Sen. Dan Coats (R-Ind.) sponsored an amendment to strip out the fee increase and offset the loss of revenue with cuts to state and local grants, emergency food and shelter funding, and dropping $89 million in funding for a new highway interchange leading to the Homeland Security’s new headquarters in southeast Washington, D.C. Hutchison noted that the Senate had decided not to increase the fees in the recent Federal Aviation Administration (FAA) reauthorization bill. (which was defeated)

My thought is that I would not mind increased security fees IF, I thought that the TSA security measures made me, well SECURE! But then I had another thought. If I am going to pay more to be groped, then I think I have a right to demand hotter TSA agents, I am thinking hot TSA women dressed like Hooters girls, or maybe Japanese school girls, yes, I know, I am a guy, so sue me. And I demand that I get to choose which agents frisk, grope, violate me. Maybe, if I am lucky, several TSA babes, dressed like Florida Gator cheerleaders will have to restrain me and do an invasive search. Now THAT I would pay for! Sure I might miss my fight, but so what?

DHS report: “significant variability in the ideologies motivating terrorist attacks across decades.”

Good Freaking Grief! why do we even have a DHS? Seriously, Janet Napolitano is in incompetent buffoon who could not find her ass with both hands!

A new Homeland Security report compares terrorism to “ordinary crime” in metropolitan U.S. cities and omits the radical Islamic factor, instead finding “significant variability in the ideologies motivating terrorist attacks across decades.”

This appears to be part of the Obama Administration’s Muslim outreach effort, which includes hiring a special Homeland Security adviser (Mohamed Elibiary) who supports a radical Islamist theologian and renowned jihadist ideologue. The Obama Justice Department also created a special Muslim Engagement Advisory Group to foster greater communication, collaboration and a new level of respect between law enforcement and Muslim and Arab-American communities.

And, in 2010, Homeland Security Secretary Janet Napolitano held secret meetings with radical Arab, Muslim, Sikh and South Asian “community leaders.” Judicial Watch uncovered documents from the Department of Homeland Security (DHS) that includes a list of the individuals who participated, including radical leaders such as Hezbollah supporter Imad Hamad and extremist Salam Al-Marayati, founder of the Muslim Public Affairs Council.

Considering this cozy relationship, the new DHS terrorism report should come as no surprise. It compares terrorist attacks to “ordinary crime” in large, metropolitan areas which is why the nation’s terrorism “hot spots” are Manhattan, Los Angeles County, Miami-Dade County Florida, San Francisco County and Washington, D.C. As if to downplay the distinct difference between crashing a plane into a high-rise and a mugging, the DHS says “terrorism and ordinary crime occur in many of the same areas.”

It stresses that the “Ideological motivation” for terrorist attacks varies greatly. For instance, the brilliant DHS minds found that certain counties are prone to a particular type of terrorist attack, including extreme right-wing, ethno-nationalist/separatist and “religiously motivated,” though no specific religion is mentioned. The report does point out however, that “religiously motivated attacks occurred predominately in the 1980s.”

And we continue to pour tax dollars into the cesspool of stupidity! Talk about useful idiots!

Straight out of Minority Report a new Homeland Security program would subject Americans to pre-crime interrogations and physiological scans to detect people who are intending to commit a terrorist act at sports stadiums, malls, airports and other public places has moved closer to being implemented after the FAST program passed its first round of testing at an undisclosed location in northeast US.

The system uses a computer program that studies physiological indicators of a person, such as heart rate and the steadiness of a person’s gaze, and then uses the data to make a judgment on whether that individual has “malintent”.
